The new tax portal went live on July 7. However, there are still many issues, including slower log-in times and the inability to generate OTP for Aadhaar validation.
The finance ministry summoned Salil Parekh (MD and CEO of Infosys) to explain to Nirmala Sitharaman, Finance Minister, why the portal’s continued problems after being launched for over two months.
The new income tax e-filing portal, “www.incometax.gov.in’, developed by Infosys, had a bumpy start from the day of its launch on June 7, as it continued to face tech glitches with users complaining that certain functionalities were either unavailable or working slow.
Therefore, the I-T department was required to permit the manual filing of remittance documents and extend the due dates for electronic filing forms related to the intimation of pension funds and sovereign wealth funds.
“Ministry of Finance summoned Sh. Salil Parekh (MD &CEO @Infosys) on 23/08/2021 to explain to hon’ble FM why glitches persist even after 2.5 months of launching the new e-filing portal. The portal is down since 21/08/2021, according to the Income Tax department.
After users complained about various glitches within a fortnight, Sitharaman called a meeting with Infosys officials to discuss the problems on the portal. The minister then requested Infosys to address all issues immediately, improve their services, and resolve grievances as soon as possible because it was negatively affecting taxpayers.
Salil Parekh (Infosys CEO) and Pravin Rao (COO) noted issues raised by stakeholders. The portal’s technical problems were acknowledged by Infosys CEO Salil Parekh and COO Pravin Rao. According to an official statement issued following the meeting, they also shared the status of resolution to these issues.
Infosys won a contract in 2019 to develop the next-generation income tax filing system. This will reduce processing times for returns from 63 days down to one day and speed up refunds. The portal was developed by Infosys, which has been paid Rs 164.5 crore till June 2021.

It tweeted Saturday that the Income Tax portal was “currently unavailable due to planned maintenance”.
Kanchan Gupta (senior advisor), tweeted that “This is the second major GoI Project @Infosys has failed up.” The first was the #GST portal. It is now #IncomeTax portal. Infosys bag GoI projects using the L1 route, which restricts options. It lacks both capacity and intent to deliver. It is impossible to have two consecutive failures.
The ‘L1’ route is the lowest bidder on a tender for a contract.
Infosys also created the GST Network portal for GST payment and return filing. Software giant Infosys was criticised for the slow operation of the GSTN portal.
Sitharaman had last week stated that technical issues in the new electronic filing portal would be mostly fixed within the next few days. She also said that Infosys had been continually reminded about the problem.
“I have been reminding Infosys continuously, and (Infosys chief) Nandan Nilekani a message me with assurances the next couple of days they’ll sort out most of our problems,” she said. She added that although the system is much better than in June, there are still issues.
She said that the revenue secretary monitored the situation every week and that the bugs would be resolved in the coming weeks.
In response to a question from Parliament on whether technical glitches still affect the operation of the new IT portal’s functionality, Pankaj Chaudhary, Minister of State, Finance, stated that most taxpayers have reported issues related to the non-availability of certain forms or functionalities.
“Certain essential functionalities such as user profile, dashboard and filing of ITR 1,2 & 4. eProceedings including Video conferencing request, Digital Signing Certificate. Viewing of Income Tax returns old income tax returns. Verification, ePAN service, Aadhaar–PAN Linking. I am adding an Authorised Representative. “Available to the users,” he wrote in a written response to the Lok Sabha.
